Detailed project task descriptions and a step-by-step procedure for quality control are too specific for a project charter and would typically be part of a project plan or other detailed execution documents. A comprehensive risk management plan also tends to be too detailed for the charter and would be developed as part of subsequent project planning activities.

The most appropriate action to take when discovering conflicting expectations among key stakeholders during the development of a project charter is to schedule a stakeholder alignment meeting to discuss and resolve the conflicting expectations. This approach is best because:

1. It directly addresses the root cause of the issue - misaligned expectations.
2. It promotes open communication and collaboration among stakeholders.
