Project Procurement Management
Manages project procurement
Project Procurement Management is a knowledge area within project management that focuses on the processes necessary to acquire products, services, or results from external vendors or suppliers. For a CAPM certification candidate, understanding procurement management is essential. This knowledge area encompasses planning procurement strategies, conducting procurements, controlling procurement activities, and closing procurements. During planning, project managers identify which project needs can be best met by purchasing products or services from outside the organization and determine when and how to do so. Key documents developed during procurement planning include the procurement management plan and procurement strategy. These outline the procurement approach, contract types to be used, risk allocation, and evaluation criteria for vendors. When conducting procurements, project managers obtain seller responses, select sellers based on predetermined criteria, and negotiate and award contracts. This process requires careful evaluation of proposals and consideration of both price and non-price factors such as technical capability and past performance. Controlling procurements involves managing procurement relationships, monitoring contract performance, making necessary changes, and ensuring both parties meet contractual obligations. This requires clear communication, documentation, and performance tracking systems. Closing procurements includes verifying that all deliverables meet requirements and formally ending the contract. Complete documentation is essential for future reference and organizational knowledge. Procurement management also involves understanding different contract types (fixed-price, cost-reimbursable, time and materials) and their risk implications for both buyer and seller. For CAPM candidates, it's important to understand procurement ethics, legal considerations, and the role of procurement within the broader project management framework. Effective procurement management helps ensure project success by acquiring necessary external resources while managing risks and relationships with vendors.
