COBIT 2019 Foundation distinguishes between Governance and Management Objectives as two complementary dimensions of enterprise governance of IT. Governance Objectives focus on directing and overseeing IT activities to ensure alignment with organizational goals and stakeholder value creation. These objectives are the responsibility of the Board of Directors and senior executives. There are five Governance Objectives in COBIT 2019: Evaluated, Directed and Monitored (EDM). These objectives ensure that IT governance is strategically aligned with enterprise strategy, stakeholder expectations are evaluated, IT direction is set, and performance is monitored. Management Objectives, conversely, address the planning, building, running, and monitoring of IT activities. Management is responsible for executing governance direction through operational processes. COBIT 2019 includes four domains of Management Objectives: Align, Plan and Organize (APO); Build, Acquire and Implement (BAI); Deliver, Service and Support (DSS); and Monitor, Evaluate and Assess (MEA).
