Governance System Components

The seven types of components that collectively constitute the governance system for enterprise I&T, and how they interact.

This topic covers the seven governance system components in COBIT 2019, which were previously called 'enablers' in COBIT 5. These components are the building blocks of a governance system and include: (1) Processes — structured sets of practices and activities to achieve objectives; (2) Organizational Structures — key decision-making entities; (3) Principles, Policies, and Frameworks — translate desired behavior into practical guidance; (4) Information — pervasive throughout the organization, including all information produced and used; (5) Culture, Ethics, and Behavior — of individuals and the organization as a factor for governance success; (6) People, Skills, and Competencies — required for good decisions and corrective actions; and (7) Services, Infrastructure, and Applications — including the technology that provides the enterprise with I&T processing. Each component can be generic (as defined in the COBIT core model) or variant (customized for specific focus areas like cybersecurity, DevOps, or regulatory compliance).
