The most effective first step to resolve this situation is to arrange a private meeting with both parties to understand their perspectives. This approach is best because:

2. It allows the project manager to gather information from both sides.
3. It demonstrates respect for team members' opinions and concerns.
4. It provides an opportunity to find common ground and potential solutions.
5. It keeps the issue contained and prevents further escalation.

The other options are less effective:

Escalating to upper management should be a last resort, not a first step. It may undermine the project manager's authority and doesn't promote team problem-solving.

Calling for a team vote is inappropriate for resolving personal conflicts and may further divide the team.

Temporarily removing team members is an extreme measure that could negatively impact the project timeline and team dynamics. It should only be considered if other resolution attempts have failed.

By arranging a private meeting, the project manager can better understand the root causes of the conflict, mediate effectively, and guide the team toward a collaborative solution.

The best approach when dealing with stakeholders who are resistant to Agile methodologies is to explain the reasons and advantages behind using Agile methodologies for the project. This approach is respectful, professional and offers the highest chance of achieving consensus and resolving the conflict. Adopting the waterfall methodology to satisfy the stakeholder is not the best option because it negates the benefits that Agile offers and could disrupt the progress of the project. Excluding the stakeholder from future project meetings to avoid dissent is not an advisable solution, as stakeholders should be involved in the project and their concerns should be addressed. Arguing with the stakeholder about Agile being the superior methodology is also not a professional approach to resolving conflicts and could lead to more discord within the team.

The best way to resolve the issue of recurring conflict between the development team and the QA team about the definition of done is to facilitate a joint meeting between the two teams to collaboratively set a mutually agreed upon definition of done. This approach promotes better cooperation, understanding and communication between these two teams, setting the stage for compromise and consensus on what constitutes as 'done'.

On the contrary, letting only the development team or the QA team define the definition of done is not the optimal solution, because it can create imbalances and further increase the existing conflict since one team's views and inputs might not be considered.

Forcing a certain definition of done from the ScrumMaster's own perspective, while demonstrating authority, does not encourage a nurturing and inclusive team environment which is important in Agile methodologies, it's about building consensus, not dictating terms.
