In the ISACA Certified Data Privacy Solutions Engineer (CDPSE) framework, Privacy Governance is the first of three exam domains, alongside Privacy Architecture and Data Lifecycle. It covers the structures, policies, and accountability mechanisms an organization uses to handle personal data lawfully, ethically, and in line with business goals. For a privacy solutions engineer, it connects legal and regulatory requirements with the technical controls that put them into practice.
The domain has three main parts. The first is governance itself. Practitioners must understand what counts as personal data and personal information, and they must know the major privacy laws, regulations, and standards, such as GDPR, CCPA, HIPAA, and ISO/IEC 27701. This part also covers privacy documentation, including policies, notices, procedures, and records of processing. It addresses the legal basis for processing, such as consent, contract, or legitimate interest, and how to support data subject rights like access, correction, deletion, and portability.
The second part is management. It sets out roles and responsibilities, such as the data protection officer, data owners, data custodians, and processors, so that accountability is clear. It also includes privacy awareness and training programs, vendor and third-party risk management, and privacy audits. Incident management is another key topic, covering how to detect, respond to, and report data breaches within regulatory deadlines.
The third part is risk management. Engineers must identify privacy threats, vulnerabilities, and attack methods, then assess and treat the resulting risks. A central tool is the Privacy Impact Assessment (PIA), also called a Data Protection Impact Assessment (DPIA), which evaluates new systems and processes before deployment. Its findings feed into decisions about controls, design changes, and acceptance of remaining risk.
Strong privacy governance makes privacy a deliberate, measurable part of the organization rather than an afterthought. It supports Privacy by Design, builds customer trust, lowers legal and financial exposure, and ensures that technical privacy solutions are tied to clear policies, defined ownership, and ongoing monitoring. In the ISACA Certified Data Privacy Solutions Engineer (CDPSE) framework, Privacy Governance is the first of three exam domains, alongside Privacy Architecture and Data Lifecycle.
