The Assurance and Decisions Themes

The Assurance theme concerns providing confidence to stakeholders that the programme is being managed effectively and is likely to achieve its intended outcomes and benefits. Assurance involves independent, objective assessment of the programme's activities, controls, and progress. It helps identify problems early, verify that governance is working, and confirm the programme remains on track. MSP describes three lines of defence: the first is management controls embedded in day-to-day activities; the second involves oversight functions monitoring compliance; and the third provides independent assurance, often through internal or external audit. Assurance should be planned, proportionate, and integrated rather than ad hoc, ensuring it adds value without becoming bureaucratic. Together, these themes are closely linked. Sound assurance provides the reliable information needed for good decisions, while decisions determine how assurance findings are acted upon. Both themes reinforce the MSP principles, particularly aligning with the vision, developing capability, and delivering value. By applying these themes, programmes maintain transparency, accountability, and control, enabling leaders to steer confidently and stakeholders to trust that the programme is well-directed and delivering the expected transformation and benefits successfully.
