The correct approach for a Scrum Product Owner when asked to add an urgent feature in the middle of a Sprint would be to inform the CEO about the Scrum rules that do not allow changes in the middle of a Sprint. The new feature can be considered for the next Sprint and added to the Product Backlog. This is the best approach as it keeps the integrity of the current Sprint and does not interfere with the team's focus and productivity. The answer suggesting to interrupt the ongoing sprint goes against the Scrum guidelines and can negatively impact the team's productivity and morale. Including the Scrum Master to add the new feature is not correct as the Product Owner owns the Product Backlog and it's their responsibility to manage and prioritize it. Simply ignoring the CEO's request is not a productive or respectful way to handle such a situation.

As a Scrum Product Owner, your main responsibility is to maximize the product value and the work of the Development Team. If the team is facing issues due to external dependencies, the best way to handle this would be to identify the dependencies and manage them by involving the respective stakeholders and planning accordingly in the Backlog. Asking the Scrum Master to manage these dependencies also wouldn't be the best option because while the Scrum Master indeed helps the Scrum Team perform at their highest level, it is not their primary responsibility to manage product backlog items or external dependencies. Lastly, removing all the dependent items from the Backlog would not be a constructive solution as it does not help in resolving the dependencies, it would just avoid them.

The best approach is to encourage the Development Team to take ownership of the Sprint Backlog and ask questions to ensure a clear understanding of the Product Backlog items. This aligns with the Scrum principles of self-organization and collaboration. The Development Team should be actively engaged in Sprint Planning to ensure they have a shared understanding of the work and can commit to delivering a potentially releasable Increment. Providing detailed instructions would undermine the team's autonomy and self-organization. Asking the Scrum Master to facilitate the meeting and ensure engagement is not the primary responsibility of the Scrum Master, and the Product Owner should foster collaboration directly. Continuing the meeting without addressing the lack of engagement is not an effective approach, as it can lead to misunderstandings and a lack of commitment from the Development Team.
